Answer:

While hiring an advocate is definitely “a thing”, theoretically it shouldn't be needed in the educational system for students with disabilities because the system is set up that parents and schools should work together. But sometimes there is a breakdown of communication. Sometimes there's a breakdown of what is best for the student, and parents feel at a loss. So they hire an advocate to be their voice, to help them through the red tape, so they can sit in the role of just being a parent—the person who knows the child the best.
